Please explain in the area below why an STA is necessary:
An STA is necessary to authorize telemetry and video transmissions during launch (and pre-launch checks) for an orbital test flight of the Falcon 9 launch vehicle from Cape Canaveral, pursuant to the Commercial Orbital Transportation Services (COTS) Demonstrations agreement with NASA. The launch will be licensed by the Federal Aviation Administration, Associate Administrator for Commercial Space Transportation (FAA/AST). The launch readiness date is currently April 30, 2012.

An STA is necessary to authorize telemetry and video transmissions during launch (and pre-launch checks) for an orbital test flight of the Falcon 9 launch vehicle from Cape Canaveral, pursuant to the Commercial Orbital Transportation Services (COTS) Demonstrations agreement with NASA. The launch date is currently scheduled for November 30, 2011.

Please explain the purpose of operation:
The purpose of the operation (the Demo C2/3 mission) is to demonstrate the capability to launch a capsule that can dock with the International Space Station. Note: spectrum support for the capsule is already being handled by NTIA (via NASA). Accordingly, STA will only cover the launch vehicle stages (first stage and second stage), during launch, as well as pre-launch checks. In terms of scope, this is the same as the STA for the previous demonstration launch (for the ?Demo C1 mission,? which launched in December 2010. The STA file number supporting that flight was 0322-EX-ST-2010. Call sign: WE9XLB). There have been minor changes to the technical data since the previous launch, but the scope is the same.
