Please explain in the area below why an STA is necessary:
For a commercial space launch vehicle (i.e. rocket) that will use radio frequencies during upcoming launch activities. The launch vehicle is the SpaceX Falcon 9, which consists of a suborbital First Stage and an orbital Second Stage. Radio frequencies will be used for launch vehicle tracking, telemetry, and video downlinks. The launch site for this mission is Vandenberg AFB, California. Downrange earth stations for launch vehicle tracking are receive-only, and are listed on the attached Exhibit.

Please explain the purpose of operation:
Launch vehicle communications, for commercial space launch mission from Vandenberg AFB. Launch date is currently planned for 17 July 2013. Primary payload is Canadian remote sensing satellite. Secondary payloads include two experimental satellites developed by U.S. universities, under Federal research program. All payloads are intended for deployment into a low Earth orbit, approx. 325x1500km, inclined at 81 deg. Following nominal payload deployment, the launch vehicle’s Second Stage will finally maneuver to a different orbit, approx. 320x1495km, inclined at 64 deg. The launch licensing authority for this mission is the FAA Office of Commercial Space Transportation. Orbital debris mitigation information will be reviewed through FAA processes in connection with pending License No. LLS 13-084.
