Please explain in the area below why an STA is necessary:
Launch vehicle communications for ORBCOMM launch mission, currently scheduled for No Earlier Than 04/30/2014. This application duplicates the frequencies and emissions data from STA grant 1156-EX-ST-2013. However, the Exhibit identifying downrange ground tracking stations has been updated. SpaceX will provide updated trajectory information directly to NTIA, NASA, and USAF. The launch licensing authority is FAA.
