Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This STA application is submitted in direct response to Special Condition (4) of the recently approved STA File No. 0015-EX-ST-2012, which states: //This STA appears to be a follow on to the NASA temporary RFAs for Falcon/Dragon ground testing that will expire on 31 January 2012. In addition to the frequencies listed in this STA, 400.5 MHz and 2040.5675 MHz are currently authorized by the NASA temporary RFAs. Use of these frequencies will not be authorized after 31 January 2012. When pending FCC STA 0657-EX-ST-2011 is approved, both frequencies will again be authorized, but 400.5 MHz will be authorized for SPACE only (per the STA). If SpaceX wishes to utilize 400.5 MHz at Kennedy Space Center and/or Cape Canaveral Air Force Station after 31 Jan 2012, they will need to file another STA request.// Accordingly, since SpaceX does wish to utilize 400.5 MHz at Cape Canaveral Air Force Station and/or Kennedy Space Center after 31 Jan 2012, SpaceX is submitting this separate STA request for 400.5 MHz, as instructed by NASA.
