Please explain in the area below why an STA is necessary:
For a commercial space launch vehicle (i.e. rocket) that will use radio frequencies during an upcoming launch from Cape Canaveral. The launch vehicle, SpaceX Falcon 9, consists of a suborbital FIRST STAGE and an orbital SECOND STAGE. Radio frequencies will be used for launch vehicle tracking, telemetry, and video downlinks. The launch site is Complex 40, Cape Canaveral AFS, Florida. Downrange earth stations for launch vehicle tracking are receive-only, and are identified on the attached Exhibit 1.

Please explain the purpose of operation:
Launch vehicle communications, for commercial space launch mission from Cape Canaveral. Primary payload is SES-8 satellite, which will be launched into Geosynchronous Transfer Orbit (GTO). Payload will not transmit during ascent to orbit. Basic orbital parameters for the launch vehicle SECOND STAGE (following satellite deployment) are identified in attached Exhibit 2. The launch licensing authority for this mission is the FAA Office of Commercial Space Transportation. Launch vehicle debris mitigation information will be reviewed through FAA processes in connection with pending application number A-13-SXT-147. The launch date is currently planned for (no earlier than) 11 October 2013.
