                1.2m Ku-band Antenna, Hagerstown, Maryland


Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an additional 60 days of Special Temporary
Authority (“STA”)1 previously granted Intelsat to utilize a 1.2m Ku-band antenna located at its
Hagerstown, Maryland teleport to provide communications with Intelsat 29e (S2913) in order to test
customer equipment.2 Intelsat has filed an application to permanent license this antenna.3

Intelsat will continue performing operations in the following frequency bands: 10.95 – 12.75 GHz
and 14.00 – 14.50 GHz.

In further support of this extension request, Intelsat incorporates by reference Exhibit A, a radiation
hazard analysis report, submitted with its original STA request.

Grant of this STA extension request will allow Intelsat to successfully complete testing of customer
equipment. This, in turn, will help provide customer service and thereby promote the public interest.
