Dear Ms. Dortch:

By this letter, Spire Global, Inc. (“Spire”), through its counsel, provides notification to the
Commission that on June 21, 2016 four of five LEMUR-2 satellites were deployed into a 409 km x
395 km orbital altitude from the Cygnus OA-6 spacecraft, which was launched on an Atlas V vehicle
from Cape Canaveral, Florida on March 22, 2016. One LEMUR-2 satellite remained onboard the
Cygnus OA-6 and was not deployed because of a failure in the deployment door. The satellite was
destroyed upon reentry of the Cygnus OA-6 into the Earth’s atmosphere.

Spire has deployed eight of its nine authorized LEMUR-2 satellites, and those satellites are
operating consistent with Spire’s license authorization.1 The one authorized satellite that was not
deployed successfully into orbit was nonetheless timely constructed and launched into space, and
the deployment failure was beyond Spire’s control. Accordingly, Spire respectfully requests that the
International Bureau issue a public notice concluding that Spire has satisfied its license milestone
requirements2 and is not required to post a satellite bond.3
