communication to provide transborder services between the United States and Canada and

                   on a common carrier basis and to lease and operate a satellite transponder for a
                   provision of its video service within the contiguous United States and Hawaii.
                   The Commission‘s approval is stated in File No. W—T—C—3580, effective
                   December 30, 1980.

                   U.S. Satellite was granted Secion 214 authority to sstablish channels of
                   communication between points in the United States and Canada. The
                   Commission‘s ipproval is stat :d in ]‘"ile No. I—T—C—37—166, effective Decemiber 4.
                   1987.

                   Additionally, U.S. Satellite wes grar ted Section 214 authorty to estaplish

 vices which would be uneconomical and impractical to
