In its Transborder [ GALAXY I decision.* the Commision concluded that where a domes— GSTAR I tic satellite network is already in place that can be acces— GSTAR II sed in a transborder location with the addition of a small, COMSTAR D—4 receive—only earth station, it would be uneconomical and impractical for that country to utilize the INTELSAT SPACENETI system when it can reach the domestic network for little SPACENET III or no additional cost. The Commission has made similar SATCOM IR findings in authorizing over one hundred applications for SATCOM IIIR transborder service to Canadian. Mexican and Latin SATCOM IV American/Caribbean locations. SATCOM V 6. The proposals before us are similar. if not identical, to the many applications found to be in accord with the SATCOM K—1 Commission‘s transborder policy. Even though INTEL— WESTAR V SAT may be able to provide the ‘instant services, the SBS V applications involve extensions of existing transborder ser— SBS I vices which would be uneconomical and impractical to SBS II duplicate via INTELSAT. They are consistent with current INTELSAT Article XIV(d) consultations and therefore SBS [II will cause neither technical interference nor significant **SBS IV economic harm to the global system. Since all prerequi— TELSTAR 3A sites for the issuance of final authorization have been TELSTAR 302 completed, we conclude that grant of these applications WESTAR IV will serve the public interest. 7.
