       SouthEast Telephone, Inc. ("SouthEast") hereby notifies the Federal Communications
Commission ("FCC") that on September 28, 2009, SouthEast filed a voluntary petition for relief under
Chapter 11 of Title 11, U.S.C. §§ 101 et seq., as amended (the "Bankruptcy Code"), in the United States
Bankruptcy Court for the Eastern District of Kentucky, Pikeville Division (the "Bankruptcy Court") Case
No. 09—70731—wsh (the "BK Filing"). As a debtor and debtor—in—possession, SouthEast continues to
operate its business and provide telecommunications services to its customers.

Description of SouthEast


        SouthEast Telephone, Inc. is a Kentucky corporation with a principal business address of 106
Scott Avenue, Pikeville, Kentucky 41501. SouthEast offers local telephone service, long distance,
Internet and paging products for residential and business customers throughout underserved rural areas
of Kentucky. SouthEast holds domestic and international Section 214 authorizations from the FCC, and
is authorized to provide local exchange and interexchange telecommunications services in Kentucky.
SouthEast is currently operating as a debtor—in—possession pursuant to the BK Filing.*

Description of the Voluntary and Pro Forma Transfer of Control


        By this filing, SouthEast notifies the Commission that on September 28, 2009, SouthEast filed a
voluntary petition for relief under Chapter 11 of the Bankruptcy Code, in the United States Bankruptcy
Court for the Eastern District of Kentucky, Pikeville Division (the "Bankruptcy Court") Case No. 09—
70731—wsh. SouthEast did not recognize that the BK Filing constituted an involuntary transfer of Control
of SouthEast requiring, pursuant to Sections 63.03(d)(2) and 63.24(g) of the Commission‘s Rules, 47
C.F.R. §§63.03(d)(2), 63.24(g), notification to the,Commission within thirty (30) days after the event
causing the involuntary transfer of control. The BK filing did not change the ten percent (10%) or greater
owners of SouthEast. An illustrative chart of SouthEast‘s ownership is provided as Attachment A.

Information Required by 47 C.F.R. §§63.03(d)(2) and 63.24(f)(2)


        As required by Sections 63.03(d)(2) and 63.24(f)(2), SouthEast provides the following
