McCarthy Research Associate Professor 206-685-2543 17-March-2018 Dear Sir or Madam, This application for an FCC Special Temporary Authority (file number 0520-EX-ST-2018) is fee-exempt be- cause the purpose is solely for education of university students. The transmitting activities will be conducted under my supervision as an educator, and as part of a science class. Duration of the transmitting exercises are typically 2–4 hours of flight time—ascent and descent—followed by up to 15 hours of transmission while on the ground.
