The University of Massachusetts Lowell is providing test and evaluation services for DARPA’s Fast Lightweight Autonomy program. In this program, performers develop algorithms for small quadcopter systems (under 55 lbs, no wider than 30 inches) to navigate through a variety of environments. Our role is to provide a video stream of the activities on the test range back to a base station that will be observed by DARPA and members of the performing team. The requested communications facilities are necessary to the research project such that experiments conducted at a test range can be observed from a far away, safe distance. The only other method of observing the activities is for all observers to maintain line of sight with the small quadcopter systems, which is very difficult in more complex outdoor/indoor environments, such as a forested area and inside of a warehouse. Our schedule at test and evaluation events requires the camera streams that we provide to move locations throughout the day. The use of the requested communications facilities will greatly increase the fidelity and flexibility of our set up, allowing us to transmit video streams from anywhere within range of the base station, and adjust locations as needed while conducting the experiment. The use of the frequencies outlined in this application will enable our video systems to operate without line of sight to the base station, at much further distances (up to 1 km from the base station), and through obstructions (such as when in a building or on the other side of a hill).
