                                    AFTRCC concurs with the proposed experimental use of
the bands 2310 to 2320 MHz, and 2345 to 2360 MHz bands use as stated in the attachments
and message below and assigns ICN 0000-08 for the period January 4, 2008
through March 4, 2008.

All operations must be a non-interference basis to aeronautical telemetry operations being
conducted simultaniously in the band 2360 to 2390 MHz.

Courtesy copies of this coordination are being provided to known aeronautical telemetry
spectrum users, and to the DoD Eastern Area Frequency coordinator.

Subject: Co-ordination request for experimental license application

Mr. Hankins,

Sirius Satellite Radio has applied for an experimental license (FCC File No. 0591-EX-
ST-2007) to operate very low power transmitters in the 2.3 GHz WCS bands at 6 proposed
locations. The FCC has requested that we coordinate use of the frequency bands 2310-2320
and 2345 to 2360 MHz and obtain a coordination letter from AFTRCC prior to further
processing of our application. Note that this request does not involve the installation of
any new SDARS repeater facilities so the parameters described in our existing coordination
agreement do not apply. However, we have attached the following information for your
consideration:

1.           Copy of the experimental license request

2.      FCC request for coordination
3.      A line of site analysis for each of the locations listed in the
experimental filing to the nearest AFTRCC location showing that only location 6 has line
of site. Also contained in this analysis is a calculation of the anticipated received "in
band" and out of band power levels from our test transmitter for location 6.

As you will see from the experimental request, the transmitters will use less than 20
watts EIRP at 6 meters or less height above the ground.
These tests will be of limited duration (the application requests 60 days of testing
authority) and would be performed to provide meaningful contributions to the FCC's
recently released NPRM on the long standing issues that have existed in terms of adjacent
band operations between the WCS band and the SDARS band. While our analysis indicates
that these proposed tests will not affect AFTRCC operations, we would be amenable to
notifying AFTRCC on a real-time basis prior to the
commencement of transmissions.

In view of the impending NPRM, Sirius would appreciate your earliest consideration of this
