Please explain in the area below why an STA is necessary: An STA is necessary to transmit with two Iridium modems and to test a wifi down link from a low earth orbit (51 deg inclination). All transmitter are FCC certified for terrestrial use but orbit use is experimental.

Purpose of Operation
Please explain the purpose of operation:  Demonstration of the Exo-Brake and demonstrating the viability of the Iridium 9602 communication modem for low earth orbit operation. The Technical Education Satellite 5 (TechEdSat-5) will test and validate two different communication technologies in Low Earth Orbit (LEO): demonstration of the wifi down link and demonstrating the viability of the Iridium 9602 communication module. Iridium transmission will begin 30 minutes after deployment from the ISS. Wifi transmitter will be active only for 10 min when over the Wallops Flight Facility ground station. The use of the Exo-Brake will deorbit the satellite in approximately 20 days after deployment from the ISS, thus concluding the mission.
