Explanation
Please explain in the area below why an STA is necessary:
Parallel Wireless seeks to perform a demonstration of a prototype cellular base station in the Band 14 public safety LTE band. Parallel Wireless’s existing licenses do not cover the area and dates of the demonstration. Specifically, the STA is requested for a demonstration taking place November 1 - 6, 2016, in Central Park, New York, New York, during the TCS New York City Marathon. The New York City Marathon is an annual marathon that courses though the five boroughs of New York City. More information on the TCS New York City Marathon may be found at http://www.tcsnycmarathon.org.

Purpose of Operation
Please explain the purpose of operation:  The objective of this demonstration is to showcase the network capabilities of the experimental Parallel Wireless system in the Band 14 public safety LTE band. The demonstration will take place in Central Park, New York, New York, along or at the finish line of the TCS New York City Marathon. Parallel Wireless was specifically invited to deploy a demonstration of their solution by the New York City Road Runners Association. The exhibit submitted shows the station locations of the Parallel Wireless CWS units. Attachment A is an overhead view showing the location of the 1 CWS-3XXX unit, as well as the location of the 5 CWS-1XX units. This demonstration will utilize 1 CWS-3XXX unit and 5 CWS-1XX units from Parallel Wireless to provide Band 14 LTE coverage. The CWS-3XXX base station will be fixed on a pole approximately 50 feet high, or equivalent location adjacent to the finish line. The location will be provided by the New York City Road Runners Association, at the finish line of the event, as shown in Attachment A. The 5 CWS-1XX units will be deployed along the runners’ route from W. 80th St. to W. 60th St., New York, New York, as shown in Attachment B. Using handsets from Sonim Technologies, Parallel Wireless will demonstrate voice and data over the Band 14 network. There is no commercial activity or mission-critical telecommunications support being provided as part of this demonstration. Rather, the demonstration is proof-of-concept. Parallel Wireless respectfully requests consideration of this request and will provide all cooperation and assistance needed. Technical objectives: 1. Make live video surveillance feeds available to mobile personnel on handsets. Today video is available only in a fixed location, the Command Center. 2. Determine the maximum video stream load through tuning codec parameters and camera count to understand throughput with Band 14's 10 Mhz upload channel. 3. Affirm value of spectrum dedicated to public safety through application in an RF environment where consumer cellular networks quickly become overloaded in an incident.
