     Thank you for your email regarding the proposed NYC CW Coverage Test. Our engineering staff has
     looked at the proposal and offers the below assessment.

     The proposed site is located less than eight (8) miles from one of the JerseyNet sites and can be a potential
     interferer in areas of Jersey City where some outdoor coverage is provided. We estimate that at 195’ above
     ground (even though it will transmit 4dB below a typical eNodeB) your site has the potential of
     transmitting at or higher than our service threshold of -110dBm in those areas. Without InterCell
     Interference Coordination between systems, and because our signal levels are very marginal in those areas,
     this may create some performance degradation for our users.

     For a one (1) day test, we estimate such degradation will have minimal effect. We therefore fully support
     your efforts for the one (1) day demonstration.

     However for a longer term demonstration, we would like to be able to meet and discuss some options as we
     move forward on a coordinated basis.

     Some suggestion we would ask is that you take the following steps to minimize any adverse effect on
     JerseyNet if we are not able to work out an agreement moving forward before we would sign off on a
     longer term test.

               Provide all system parameters to the State of New Jersey so we can monitor our system
                and quickly react to any interference that may occur. System parameters provided
                should include eNodeB transmit power, antenna gain and azimuths, and PCI of each
                sector.
               Drive test in JerseyNet service area to assess the maximum level of signal your system
                can transmit in our service area. We will jointly select the drive routes.
               Provision on your EPC an agreed upon number of our Band Class 14 smartphone devices
                so we can continuously monitor the signal received from your system.

     Please let us know your proposed date so we can monitor our network and we look forward to hearing the
     results of your testing.
