Explanation
Please explain in the area below why an STA is necessary:
The New York State Division of Homeland Security and Emergency Services (DHSES) is requesting a Special Temporary Authority (STA) to conduct coverage testing for a 700 MHz LTE public safety broadband demonstration project in New York (City), New York. This testing will occur for one day (after the grant of the STA) for the purposes of refining the final test plans.

Purpose of Operation
Please explain the purpose of operation:  700 MHz LTE testing Conduct coverage testing at a single location for a 700 MHz LTE public safety broadband demonstration project in New York (City), New York. This testing will occur for one day for the purposes of refining the final test plans. The test will be using a signal generator to generate a carrier and conduct signal strength tests. This STA is not for LTE testing. A future STA will be requested for the actual demonstration project. The actual test will take 1 day and will verify coverage from the proposed above ground test location. It is planned to occur within approximately one week of the STA grant.
