STA Application 1241-EX-ST-2016 Frequency Coordination Exhibit and Narrative Austin, Texas World Endurance Championship Automobile Race Sponsored by The Federation Internationale de L’Automobile September 15, 2016 through September 18, 2016 This application proposes the use of amateur radio, land mobile, broadcast auxiliary and certain microwave bands in the Austin, Texas area for terrestrial only, international and domestic video production operation; for voice communications and telemetry for racing cars and communications with pit crews of the race teams; and for two-way operational and security communications during the World Endurance Championship automobile race events and for testing prior to the event within and immediately surrounding the Circuit of the Americas Race Track. An engineering analysis has shown that there should be no interference to any licensed user of any of the subject bands whatsoever, and with the addition of some broadcast auxiliary channels for use for international video and broadcast production purposes (and for some AFTRCC frequencies for use for telemetry, with which coordination is pending), the frequency list is otherwise precisely the same as that which was granted by the Commission each of the last two years for this same event (See WH9XUY, File No. 0618-EX-ST-2014 and WI9XXY, File No. 0864-EX-ST-2015). This is one of the two largest international automobile racing events in the United States. Should any FCC-licensed or United States government station report interference during the proposed operations, operation on that channel or band will immediately cease and not resume unless and until the interference complaint is resolved. However, during the past two years’ prior events using these same frequencies, no interference has been reported whatsoever. There are on-site coordinators for this event who are charged with interference avoidance and mitigation. The frequency ranges set forth herein are a subset of those requested for and granted by STA to Circuit of the Americas, LLC previously for other racing events at this venue. With respect to the proposed use of land mobile and Amateur Radio frequencies for video production, voice and telemetry, the use of amateur allocations in this STA application have been coordinated with the American Radio Relay League, Incorporated. Land mobile channels to be utilized during the race event within the requested band limits have been investigated using the Commission’s ULS database and monitored on- site and found to be unoccupied. Technical coordination staff will be on site during the race and channel monitoring and on-site frequency coordination will ensure against any interference. Given the location of these events, it is anticipated that no interference will be caused to any Amateur Radio, land mobile, broadcast auxiliary or other licensed operations. Use of broadcast auxiliary channels will be coordinated in advance with the Society of Broadcast Engineers’ local frequency coordinator for the Austin, Texas market. Upon receipt of any complaint of interference from a licensed Amateur Radio user, land mobile licensee or broadcast entity, or government entity (or otherwise), 1

operation pursuant to this STA will cease on the channel complained about, and will not resume unless and until the interference complaint is resolved satisfactorily to the licensee. There is requested in this application the use of a 10 MHz bandwidth channel at 9405-9415 MHz for use for a weather radar system in support of the automobile race. This frequency for an identical radar was granted to Circuit of the Americas in October of 2014 for the United States Grand Prix (See, WH9XYW, File No. 0912-EX-ST-2014) and for this event in 2015 (See, WI9XXY, File No. 0864-EX-ST-2015). Applicant will ensure that all conditions associated with the 2014 STA grant (File No. 0618-EX-ST-2014, WH9XUY) and the 2015 grant will be complied with, including notching of the following channels within the requested frequency ranges as required in 2014: a.
