Please explain in the area below why an STA is necessary:
The Johns Hopkins University Applied Physics Laboratory (JHU/APL) is working on developmental radar signal processing algorithms. As part of this process it needs temporary on-air transmission/reception to account for atmospheric and propagation effects. We estimate on-air activities should not exceed a three month period.
Purpose of Operation
Please explain the purpose of operation:
Radar signals will be emitted towards a target in low earth orbit in order to calibrate and optimize developmental signal processing algorithms. Bistatic and monostatic configurations are planned.

The antenna to be used is the 60 diameter parabolic dish/system. It has been in use since 1963 with several upgrades, operating now in S/X-bands in support of various NASA space missions. Impact to aviation is mitigated in several ways including shutting off transmissions when antenna is pointing below 10 deg elevation (minimize impact on airport systems), no transmissions in aviation bands, and a 0.5 deg 3dB beamwidth.
