JVCKenwood U.S.A. Corporation (JVCK), a major manufacturer of land mobile service radio
equipment, wishes to conduct experimental operation over a six-month period on a single UHF
frequency pair for which JVCK is already licensed in the vicinity of its business location in
Suwannee, Georgia for testing of a newly developed simulcast system and constitutes product
development.

The tests, which would begin October 1, 2016 would use a single frequency pair, 461.8625 MHz
and 466.8625 (FB8 and MO8 respectively). JVCK is licensed to operate on these channels in a
32 kilometer radius of its office at 3970 John’s Creek Court, Suite 100, Suwannee, Georgia
pursuant to its YG Trunked, Industrial/ Business Pool license WPSQ981, but it is not licensed to
conduct simulcast operation tests. The other two locations, in addition to that specified at
Locations 1 and 2 of WPSQ981 would be as follows:

Sweat Mountain, Georgia, at 34°-03’-59.3” North and 84°-27’-16.4 West

Sawnee Mountain, at 34°-14’-12.8” North and 84°-09’-34.6 West

These two sites are owned by a JVCK registered dealer, Radio One and would be used by
permission for the six-month test.

The choice of the FB8 channel, among several that JVCK is licensed in the metropolitan Atlanta
area was based on identifying those with the fewest number of local co-channel users. Most in
the area are indoor or simplex users and no interference is expected. However, should there be
any complaint of interference from any licensed co-channel or adjacent-channel user, all
operation will cease until it can be resolved to the satisfaction of the interference-receiving
licensee.

Operation will be temporary fixed using 6.25 kilohertz channel bandwidth using JVCK ultra-
narrowband operation with voice and data. The emissions will be as follows:

Transmit antenna height for the fixed sites at the two mountaintop locations are estimated to be
at 30 Meters AGL and the receive antenna heights will be 45 meters. The JVCK antenna height
will be as per the license WPSQ981. Power will be 100 watts ERP.

All equipment will be removed at the end of the test and STA expiration. No extensions are
anticipated to be necessary.
