Ben,

During our face-to-face meeting at the Commission, we discussed filing the Intelsat Ku-band request as
an STA application to afford sufficient time consider alternative authorization mechanisms. This filing
reflects the conclusions of that meeting. Intelsat would appreciate grant of either the STA or original
license application as we work through the authorization issues with interested parties. Of course, time is
of the essence give the impending expiration of the existing STA.

On a separate matter, it appears that confidential treatment has not been afforded to one document that
should be confidential: Attachment 1, Supplemental Technical Information. (This may have been an error
in the filing process.) Would it be possible to convert this document to confidential? We have paid the
appropriate fee for such treatment.
