Explanation
Please explain in the area below why an STA is necessary:
Experimental special temporary authority is necessary to demonstrate the functionality of aircraft-mounted terminals with the Intelsat network and to facilitate provision of service under government contract to a U.S. Government customer.

Purpose of Operation
Please explain the purpose of operation:  Intelsat will examine the following performance objectives in connection with flight testing: (1) forward carrier (hub to terminal) throughput rate; (2) return carrier (terminal to hub) throughput rate; (3) re-acquisition time when switching between satellite beams; (4) two-way videoconferencing between aircraft and ground; (5) geographic mapping; and (6) network management and operation.
