Dear Mr. Kennedy,
I confirm that we intend to operate the picocell and PCS mobile units on a suitably equipped
general aviation aircraft on the ground only at airports within the states of Arizona, Florida and
Minnesota and in flight, only when above 10,000 feet when over these states.

The power levels we will be using are, on the ground maximum 10mw and, in the air, maximum
20mw.
