                    Re:     Request for Experimental Authorization (47 C.F.R. § 5.61)

             Dear Ms. Dortch:

                    Globecomm Systems, Inc. ("GSI"), hereby requests Special Temporary
             Authorization pursuant to Section 5.56 of the Commission‘s rules for a live
             demonstration for the Department of Homeland Security and in conjunction with the
             Long Island Forum for Technology, Nassau County Office of Emergency Management
             and other Long Island technology companies. GSI will be participating in a live
             demonstration of its hosted GSM Base Station System over the Auto Acquisition
             Explorer Ku Fly Away Terminal and the iDirect Network scheduled for April 17 in the
             Nassau County Courthouse area in Garden, City, New York (40—44—18N, 73—38—28W).
             However, the integration and test phase will begin in late March. GSI requests that STA
             be granted for the period from March 28, 2005 to April 26, 2005.

                     GSI is an established company which designs, manufacturers and markets
             portable satellite terminals for image, voice data, Internet and video services. GSI‘s
             GSM Base Station System is currently configured to use the 900 MHz (European band),
             and is the only equipment available for this Homeland Security Demonstration. The
             GSM Base Station System will be operated at low transmit power levels, and operation
             will be held to a minimum by being activated only during initial lineup, dry run and live
             demonstration on April 17, 2005. Additionally, the communication area will be restricted
             to 100 meters from the base station to the mobile handsets, and communications will be
             only on Channel 10, not the full band.

                    GSI‘s temporary operation of the GSM Base Station System will allow a live
             demonstration of its system to the Department of Homeland Security. Grant of this
             Request would serve the public interest by facilitating the development and
             demonstration of technology to be utilized in the support of Homeland Security and
             Emergency Management Services. GSI respectfully requests that its Request be granted
             as of the request date of March 28, 2005, so that it can meet the requirements of the
             demonstration. In order to fulfill its demonstration obligations, GSI is seeking this
             Request for STA.

         The area of operation is Garden City in the County of Nassau, New York in the
vicinity of the Mineola Court House. The demonstration will utilize a base station and
four (4) mobile handsets with a communication range of approximately 100 meters. The
equipment band is (which is the European cellular band) is 890 to 915 MHz for mobile to
base and 935 to 960 MHz for base to mobile. However for the demonstration
transmission will be on Channel 10 only, not the full band. Channel 10 is centered on
892 MHz, Mobile to Base, and 937 MHz Base to Mobile. The demonstration plans to
utilize one (1) base station and four (4) mobiles with the following parameters:

       Antenna Gain, mobile: 1 dBi, vertical polarization
       Output power, mobile: 0.2 watts into antenna
       Antenna Gain, Base Station: 3 dBi, vertical polarization
       QOutput power, Base Station: 0.2 watts into antenna
       Channel increments, base and mobile: 200 KHz
       Type of modulation: gmsk (gaussian minimum shift keying)
       Spectrum mask, base and mobile: GSM celluar system specification
       Duplexing, base and mobile: FDD            |           '
       Access, base and mobile: TDMA

The antenna height will not be greater than 6 meters above ground.

       GSI submits this Request for STA to commence on March 28, 2005 to April 26,
2005 and has attached an Anti—Drug Certification Statement. A check for Fifty—Five
Dollars ($55.00) is attached hereto with FCC Form 159 to serve as the appropriate filing
fee and form.

        Anti—Drug Abuse Certification: I hereby certify that to the best of my knowledge
and belief, no party to this request, as defined in 47 C.F.R. Sec. 1.2002(b), is subject to a
denial of federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21
U.S.C. Sec. 862.
