Explanation
Please explain in the area below why an STA is necessary:
The sole purpose of this STA application is to allow Globalstar to receive signals from the REDEYE Cubesat spacecraft and relay the signals to Globalstars already-approved ground station network using already-approved communications (HIBLEO-4). Globalstar is already licensed for use of the communication frequencies. The only change from Globalstars currently licensed operations is that the Globalstar constellation will be receiving transmissions from the FCC-approved modules on a space station rather than receiving transmissions from earth-based terminals. Globalstars FCC License does not cover space-to-space operation, thus requiring this Experimental License request. <> that although this application mentions S-band transmissions, this entry was included simply so thst the application could be completed. THERE WILL BE NO transmissions whatsoever from Globalstar to the REDEYE Cubesat spacecraft.

Purpose of Operation
Please explain the purpose of operation:  To support communications for the REDEYE CubeSat mission, which has been approved by NTIA, Approval Number SPS-23292/2 . The purpose of this Special Temporary Authority request is to allow the applicant to provide communications for the REDEYE CubeSat mission, which has been approved by the NTIA (SPS-23292/2 ). The CubeSat mission office has told Globalstar that the NTIA has coordinated the Mission with the FCC. The objectives of the NTIA project are presented in NTIA file SPS-23292/2 .
