Explanation
Please explain in the area below why an STA is necessary:
This request for a Special Temporary Authorization (STA) is submitted in accordance with CFR 47, Part 5.61. The purpose of this STA is to perform Low Level Swept Coupling (LLSC) testing on an aircraft for the purpose of aircraft threat development for a High Intensity Radiated Field (HIRF) environment. This test requires swept intentional transmission directed towards an aircraft. HIRF certification is required before the applicable aircraft can be equipped with Garmin avionics.

Purpose of Operation
Please explain the purpose of operation:  Performance of High Intensity Radiated Field (HIRF) testing on a General Aviation category aircraft to be equipped with Garmin avionics. The purpose of performing Low Level Swept Coupling (LLC) testing on an aircraft is for HIRF threat development for equipment installed on the applicable aircraft. The results of the LLC testing are then extrapolated to the applicable external HIRF environment to establish the equipment level HIRF threat. In a laboratory, Garmin Avionics and applicable aircraft interface equipment will then be tested to the HIRF test levels per the results of the aircraft threat development. The aircraft LLC test data is used to support the certification of an aircraft in the presence of High Intensity Radiated Fields (HIRF) per the HIRF directives found in Exhibit 2 of this application. Further details on the specifics of the test can be found in the Exhibit 1 letter. Supplemental information such as a list of HIRF directives, equipment information, transmitted signal information, and stop buzzer contacts can be found in Exhibits 2. Please note that Frequencies reserved for emergency services or local aircraft control will be omitted from the test.
