                   Re: Surrender of the International Section 214 Authorization of NewCom
                       International, Inc.

Dear Ms. Dortch:

       On behalf of NewCom International, Inc. (“NewCom”), this letter surrenders, effective
immediately, the international Section 214 authorization of NewCom granted in IB File No. ITC-
214-20040607-00220 (the “International 214 Authority”).

        Given that NewCom does not provide any international services between the United States
and non-U.S. points that would require Section 214 authority, and therefore has no U.S. customers
for such services, NewCom respectfully submits that it is not subject to the customer notification
requirements of Section 63.19 of the Commission’s Rules, 47 C.F.R § 63.19. Because NewCom
does not currently provide common carrier international telecommunications services, NewCom
respectfully submits that the surrender of the International 214 Authority is reasonable and
necessary and will not harm the present or future public interest, convenience and necessity.
