Ms. Hsu,

Inteliquent respectfully requests eight (5) international signaling point codes for use on our signaling network.
Neutral Tandem (dba Inteliquent) is a current holder of a 214 license, file number 10−1011. The need for the new
ISPC by Inteliquent is driven by the launch of a new inter-carrier SMS / MMS message hub service. The signaling
service provided is GSM MAP. The equipment requiring ISPCs are two Tekelec Eagle STPs (one in Atlanta, GA and one
in Chicago, IL) and three Openmind Networks SMS Hub SCPs (two in Atlanta, GA and one in Chicago, IL). A network
diagram is set forth below:
