                                                                   Response to Transferee Question #A21




        As described in Exhibit E, the instant application seeks approval for the January 22, 2013,
involuntary transfer of control of the Scripps Media, Inc. (“SMI”) satellite authorizations from The
Edward W. Scripps Trust (the “Trust”) to the Trust’s beneficiaries and certain other descendants of
Edward W. Scripps who are shareholders of The Edward W. Scripps Company (together, the “Scripps
Family Shareholders”).

        Grant of the application is consistent with the Commission’s longstanding policy of working with
probate courts to effectuate the prompt and orderly transfer of control over FCC licenses that is
necessitated by such situations. While none of the Scripps Family Shareholders holds a 10% or greater
interest in the Company’s voting stock, each is a party to a voting agreement under which together they
will control 91.9% of that stock. Accordingly, it is noted that they are all U.S. citizens, and a business
address is provided in Exhibit E.

       SMI’s satellite earth stations are used in conjunction with SMI’s television stations to facilitate
broadcasts to the public.
