FCC Form 312 Exhibit E Page 1 of 6 Exhibit E: Response to Item A20 OWNERSHIP AND CONTROL OF SPACENET INTEGRATED GOVERNMENT SOLUTIONS, INC. By this application, Spacenet Integrated Government Solutions, Inc. (“SIGS”) and RaySat Antenna Systems LLC (“RaySat”) seek Commission consent to the transfer of control of RaySat, which holds six (6) blanket licenses for mobile earth stations, to SIGS. The ownership and control of SIGS is described in this Exhibit. In addition, a simplified ownership chart is attached. SIGS, RaySat, and the members of RaySat (the “Members”) have entered into agreements that provide for SIGS to acquire 100% of the ownership of RaySat. The sale will have two steps. First, SIGS will acquire from the Members the entirety of their membership interests, constituting an approximately 80% ownership stake in RaySat. Second, SIGS will acquire all of the shares of RaySat Antenna Systems, Inc., a company incorporated under the laws of Delaware, which holds the remaining approximately 20% ownership interest in RaySat. SIGS is a direct wholly-owned subsidiary of Spacenet Inc. (“Spacenet”), a Delaware corporation located in McLean, Virginia. Spacenet, in turn, is a direct wholly-owned subsidiary of Gilat Satellite Networks Ltd. (“Gilat”), a publicly-held company organized under the laws of Israel. Gilat is a global provider of digital satellite communications, network products, and services, including high-performance very small aperture terminal (“VSAT”) satellite network systems. Spacenet and SIGS are entities through which Gilat provides satellite services in the United States. Spacenet designs, develops, and manages services for wireline and wireless broadband network solutions for business, government and industrial customers. Spacenet has operated in the United States for nearly 30 years. Spacenet is the parent of Spacenet Services Licensee Sub, Inc., which holds FCC licenses to operate VSAT hub and remote stations. Gilat shares are traded on the NASDAQ and Tel Aviv stock exchanges. There is only one entity which may be deemed to have beneficial ownership of 10% or greater in Gilat: York Capital Management Global Advisors, LLC (“York Capital Management”), which may be deemed to have a beneficial ownership interest equal to approximately 20.3%. York Capital Management is a New York limited liability company and is an investment adviser registered with the U.S. Securities and Exchange Commission. The senior and majority members of York Capital Management are James G. Dinan and Daniel A. Schwartz. There is no other equity holder of York Capital Management that has an equity interest equal to or greater than 10%. Shares of Gilat which may be deemed to be beneficially owned by York Capital Management are directly owned by or allocated for the benefit of the following investment funds and managed accounts: (i) York Investment Master Fund, L.P., a Cayman Islands exempted limited partnership; (ii) York Credit Opportunities Master Fund, L.P., a Cayman Islands exempted limited partnership; (iii) York Capital Management, L.P., a Delaware limited partnership; (iv) Jorvik Multi-Strategy Master Fund, L.P., a Cayman Islands exempted limited partnership;

FCC Form 312 Exhibit E Page 2 of 6 (v) Permal York Ltd., a business corporation under the laws of the British Virgin Islands, and (vi) York Credit Opportunities Fund, L.P., a Delaware limited partnership. These six entities are collectively referred to herein as the “York Funds.” To the knowledge of York Capital Management without any investigation other than review of the public U.S. Securities and Exchange Commission filings made with respect to the Company, no limited partner or account owner of the York Funds holds a 10% or greater direct or indirect interest in Gilat. As described below, Permal York Ltd. is controlled by James G. Dinan, and each of the remaining York Funds is controlled by York Capital Management, which is controlled by James G. Dinan and Daniel A. Schwartz. The general partner of York Investment Master Fund, L.P., York Capital Management, L.P., and Jorvik Multi-Strategy Master Fund, L.P. is Dinan Management, LLC, a New York limited liability company (“Dinan Management”). The senior managing member of Dinan Management is York Capital Management. There is no other equity holder of Dinan Management that has an equity interest equal to or greater than 10%. The general partner of York Credit Opportunities Master Fund, L.P. and York Credit Opportunities Fund, L.P. is York Credit Opportunities Domestic Holdings, LLC, a New York limited liability company (“York Domestic Holdings”). The senior managing member of York Domestic Holdings is York Capital Management. There is no other equity holder of York Domestic Holdings that has an equity interest equal to or greater than 10%. The investment manager of Permal York Ltd. is JGD Management Corp., a Delaware corporation (“JGD”), d/b/a York Capital Management. JGD is 100% owned by James G. Dinan. Information regarding the name, address, citizenship, principal business, and ownership percentage of the 10% or greater shareholders of SIGS is provided below.
