WML Services, LLC May 2019 EXHIBIT 1 (Request for 60-Day Special Temporary Authority) Pursuant to Section 25.120(b)(3) of the Commission’s Rules, WML Services, LLC (the “Applicant”) is respectfully requesting special temporary authority (“STA”) to operate three proposed transmit-only C-Band earth stations in Atlanta, Georgia, beginning no later than June 17, 2019, for a period not to exceed 60 days. Each of the requested STAs relates to an already pending license application. See FCC Files Nos. SES-LIC-20190403-00443; SES-LIC- 20190403-00456; and SES-LIC-20190404-00460. Specifically, this particular STA request focuses on the proposed earth station noted on the attached submission, E190168 (“Proposed Station”), as more fully set forth in FCC File No. SES-LIC-20190403-00460 (the “Application”). The pending Application includes complete technical details regarding the Proposed Station, and, as relevant, that Application is incorporated by reference here. For purposes of this STA request, the point of communication for the Proposed Station will be the IS-11 satellite at orbital position 43 degrees W.L. (Call Sign S2661). The 24/7 emergency contact for these operations under the proposed STA will be: 1050 Techwood Drive, Atlanta, Georgia 30318, which may be reached at 1-404-878-1818. The request serves the public interest by facilitating the prompt and efficient commencement of recently approved earth station operations, as well as by limiting any disruption to existing services. Earlier this year, the Applicant submitted a number of new earth station applications as part of an initiative to re-locate uplink and downlink services currently scattered among several states primarily at two mutually supportive locations in Georgia. Ten of these applications already have been granted, and work is underway on these granted applications. See, e.g., FCC File Nos. SES-LIC-20190312-00334; & SES-LIC-20190403-00445. However, as these two sites are already used for other operations, the Applicant would like to minimize the period needed to deploy and to test any recently approved earth stations, while still expediting the prompt commencement of these stations’ operations. To this end, the Applicant would like to request temporary authority to operate the Proposed Station no later than June 17, 2019 (to the extent its Application remains pending at that time), as RF “plumbing” and other work on the Proposed Station (and the earth stations proposed in the other two applications noted above) is closely connected to work on other already-granted earth stations. Accordingly, and because the Applicant would like to be able to roll out any recently approved earth stations in the most efficient and least disruptive manner possible, it hereby seeks Commission approval for special temporary authority for the Proposed Station prior to or as of June 17 for a period not to exceed 60 days. The Applicant understands that all operations pursuant to an STA grant will be on a non- interference basis. Based on the Frequency Coordination and Interference Report completed by COMSEARCH for (and attached to) the Application, the Applicant does not anticipate that operation of the Proposed Station will cause any harmful interference or adversely affect any other authorized users. The Applicant further understands that any STA grant will be without prejudice to the underlying Application, and that action on the underlying Application may moot this request.
