Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests a grant of Special Temporary Authority (“STA”) 1 for
60 days, commencing November 9, 2018, to use its Ellenwood, Georgia Ku-band earth station—call
sign E000048—to provide communications services to Intelsat 903 (S2407) at 31.5° W.L. Intelsat
will be modifying the E000048 license in the near future.

The proposed operations will be performed using the following bands: 14.000-14.500 GHz in the
uplink; and 10950-11200 and 11450-11700 MHz in the downlink. The proposed operations at 31.5°
W.L. will be consistent with Intelsat’s coordination agreements for the nominal 31.5° W.L. location.
All operators of potentially affected satellites will be provided with an emergency phone number
where the licensee can be reached in the event that harmful interference occurs.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from
its earth station, Intelsat will take all reasonable steps to eliminate the interference.

 Intelsat has filed its STA request, an FCC Form 159, a $210.00 filing fee, and this supporting letter
electronically via the International Bureau’s Filing System (“IBFS”).

Grant of this STA request will allow Intelsat to provide communication services to customers from the
31.5° W.L. location and thereby promotes the public interest.
