Re:    Request for Special Temporary Authority to Test a New VSAT Network at Intelsat’s
       Hagerstown, Maryland Earth Station


Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests Special Temporary Authority (“STA”)1 for 30 days,
commencing September 10, 2019, to test new Ku-band VSAT network equipment with Galaxy 18
(Call Sign S2733)2 at its Hagerstown, Maryland teleport. The test is expected to last for 45-60 days.

The test will be conducted in the following frequency bands: 14240.6-14260.5 MHz and
11940.6-11960.5 MHz.

For the test Intelsat will utilize its Hagerstown, Maryland earth station E0401403 as a VSAT hub; its
Hagerstown, Maryland earth station E1700834 as a VSAT terminal; and an unlicensed 1.2-meter
antenna located at its Hagerstown, Maryland teleport as a VSAT terminal. The test will allow Intelsat
to assess system functionality and network performance prior to launching a new VSAT network. All
testing will occur at Intelsat’s teleport in Hagerstown, Maryland and will be consistent with Intelsat’s

coordination agreements for Galaxy 18. In the extremely unlikely event that harmful interference
should occur due to transmissions to or from this testing, Intelsat will take all reasonable steps to
eliminate the interference.

In further support of this request, Intelsat attaches herewith a radiation hazard analysis report for the
unlicensed 1.2-meter antenna as Exhibit A.

The testing of new VSAT network equipment will help ensure the network is operational for
customers. Accordingly, grant of this STA request is in the public interest.
