Washington, D.C. 20554 Re: Request for Special Temporary Authority Castle Rock, Colorado Station E030096 Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests 30 days of Special Temporary Authority (“STA”),1 commencing June 20, 2019, to use its Castle Rock, Colorado Ku-band earth station (call sign E030096) to provide telemetry, tracking, and command (“TT&C”) services for Galaxy 11 (call sign S2253) during its drift from 44.9° E.L. to 93.1° W.L. and while on station at 93.1° W.L.2 Galaxy 11 began drifting on March 5, 2019, and the drift is expected to take approximately six months. Intelsat intends to file for a license modification to add Galaxy 11 as a point of communication at 93.1° W.L. The Galaxy 11 TT&C operations will be performed in the following frequencies: 14000.5 MHz and 14498.5 MHz in the uplink; and 11701.0 MHz and 11702.0 MHz in the downlink. The drift operations will be coordinated with all operators of satellites that use the same frequency bands and are in the drift path.3 All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. In the extremely unlikely event that harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the interference. 1 Intelsat has filed its STA request, an FCC Form 159, a $210.00 filing fee, and this supporting letter electronically via the International Bureau’s Filing System (“IBFS”). 2 See Satellite Policy Branch Information, Actions Taken, Report No. SAT-01383, File No. SAT- MOD-20181231-00095 (April 19, 2019) (Public Notice). 3 Intelsat will handle the coordination.

The proposed TT&C operations at 93.1° W.L. will be consistent with Intelsat’s coordination agreements for the nominal 93° W.L. orbital location. In the unlikely event that harmful interference occurs, Intelsat will take all necessary steps to eliminate the interference. Grant of this STA request will allow Intelsat to complete its drift of Galaxy 11 to, and safely station- keep the satellite at its new location. This, in turn, will allow Intelsat to provide service at the 93.1° W.L. orbital location and thereby promotes the public interest.
