Special Temporary Authority ("STA")


Intelsat License LLC is granted STA, for 30 days, beginning June 20, 2019 through July 20,
2019 to provide launch and early orbit phase ("LEOP") and telemetry, tracking and command
("TT&C") services for the France—licensed Eutelsat 7C satellite scheduled for in—orbit testing at
location 1.7° E and permanent orbital location 7° E from geographic coordinates 33° 39° 52.8"
N, 084° 16‘ 12.0" W in Ellenwood, Georgia. The services will be underthe following
conditions:


    1. Intelsat will perform LEOP operations using the 16.4—m General Dynamic antenna ID
         K28 fixed earth station with frequencies: 13750.40 MHz, 13999.25 MHz, 14250.0 MHz,
         14499.80 MHz (RHCP) (Earth—to—space) and 11199.0 MHz, 11200.6 MHz, 11698.2
         MHz, and 11699.0 MHz (LHCP) (space—to—Earth) with the coordinated emission
         designation and power levels.

    2.   Operations, shall not cause harmful interference to, and shall not claim protection from,
         interference caused to it by any other lawfully operating station and it shall cease
         transmission(s) immediately upon notice of such interference.


    3. All Intelsat License LLC testing granted shall be conducted IAW the purpose,
       configuration and RF parameters that Intelsat License LLC coordinated with Navy (Dan
       Kibe).


    4. The emission designator/s listed in the FCC grant are approved for the stated occupied
       bandwidth/s only. Occupied bandwidth/s that is/are less than the approved emission/s
       is/are not authorized.


    5. As soon as possible but no later than 3 business days prior to any planned testing, Intelsat
         License LLC is required to provide Dan Kibe (Email: dan.kibe@navy.mil) 301—225—3839
         with the planned testing date/duration and the stop buzzer POC for the testing. If planned
         testing conflicts with DoD/Navyoperations, additional evaluations and/or restrictions
         will be required.

    6. Due to the equivalent radiated powerofthis operation, Intelsat License LLC should
       notify the spectrum manager of the National Radio Quiet Zone of the commencement and
       ceasing of operation:

   7.   In the event of any harmful interference under this grant of STA, Intelsat License LLC
        E170122 must cease operations immediately upon notification of suchinterference, and
        must inform the Commission, in writing, immediately of such an event.
   8. The LEOP operations must be coordinated withall operators ofsatellites that use the
        same frequency bands and are in the LEOP path. All operators ofsatellitesin that path
        will be provided with an emergency phone number where the licensee can be reached in
        the event that harmful interference occurs. Currently the 24x7 contact information for the
        Eutelsat 7C satellite LEOP mission is as follows: Ph.: (703) 559—7701 — East Coast
        Operations Center (primary); (310) 525—5591 — West Coast Operations Center (back—
        up). Request to speak with Harry Burnham or Kevin Bell.

   9. Grant of this authorization is without prejudice to any determination that the Commission
        may make regarding pending or future Intelsat License LLC applications.

    10. Any action taken or expense incurred as a result of operations pursuant to this STA is
        solelyat Intelsat License LLC‘s risk.


This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. §0.261, and is effective immediately.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
30 days, commencing June 20, 2019, to use its Ellenwood. Georgia Ku—band earth station (Call Sign
E170122) to provide launch and earlyorbit phase ("LEOP") service for Eutelsat—7C, and telemetry,
tracking. and command("TT&C") services during in—orbit testing and drifting ofthe satellite to its
finallocation. Eutelsat—7C is expected to launch on June 20. 2019." Intelsat expects to provide LEOP
and TT&C services for approximately 210 days.

The Eutelsat—7C LEOP operations will be performed at the following frequencies: 11199.0 MHz,
11200.6 MHz, 11698.2 MHz, and 11699.0 MHz (LHCP) in the downlink; and 13750.40 MHz,
13999.25 MHz, 14250.00 MHz, and 14499.80 MHz (RHCP) in the uplink. The LEOP operations will
be coordinated with all operators of satellites that use the same frequency bands and are in the LEOP
path." All operators of satellites in thatpath will be provided with an emergency phone number where
the licensee can be reached in the event that harmful interference occurs.

The 24x7 contact information for the Eutelsat—7C LEOP mission is as follows:



'        Intelsat has filed its STA request, FCC Form 159, a $210.00 filing fee, and this supporting
letter electronically via the International Bureau‘s Filing System ("IBFS").
:
*         The IOT location for Eutelsat—7C, which Intelsat understandsis licensed by France, will be
1.7° E.L. The satellite‘s final location will be 7° E.L.

*      Intelsat is concurrently secking authority for 180 days to accommodate the longer orbit—raising
time period required for an electric propulsion satellite.

4         SSL, the manager of the Eutelsat—7C mission, will handle the coordination.

In further support of this request, Intelsat herewith attaches Exhibits A and B, which contain a 13 GHz
report and waiver requests. In the extremely unlikely event that harmful interference should occur due
to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Finally, Intelsat clarifies that during the Eutelsat—7C LEOP mission SSL will serve as the mission
manager. SSL will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to SSL. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the Eutelsat—7C satellite and safely insert
it into the geostationary arc. This will help provide services at the 7° E.L. location and thereby
promotes the public interest.
