                                  EXHIBIT 1
                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

DIRECTV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of special

temporary authority (“STA”)1 for 60 days commencing May 22, 2019 to add new satellite points

of communication at the nominal 101 W.L. orbital location to DIRECTV’s Los Angeles,

California earth station authorization (Call Sign E090068). DIRECTV plans to file an earth

station modification application to permanently add these satellite points of communication to

the existing authorization.

DIRECTV’s T15 satellite (call sign S2930), which is permanently licensed to operate at

102.75 W.L., is currently providing DBS service using 12/17 GHz DBS frequencies at the

100.85 W.L. orbital location pursuant to a grant of special temporary authority.2 DIRECTV has

relocated T15 to fill a temporary business need for additional Ku-DBS (12.2-12.7 GHz (space-

to-Earth) and 17.3-17.8 GHz (Earth-to-space)) capacity at the nominal 101 W.L. orbital

location. Separately, DIRECTV has filed a modification application to change the authorized

orbital location for DIRECTV’s T16 satellite (Call Sign S3039) from 102.70° W.L. to 100.85°

W.L.3 At the nominal 101 W.L. orbital location, T16 will serve to replace and/or supplement

See Modification Application to Change T16 Orbital Location (S3039), File No. SAT-MOD-
20190508-00036. T16, which is currently scheduled to launch on June 20, 2019, will be
collocated with T15 at the 100.85 W.L. orbital location for approximately one month after T16
arrives at 100.85 W.L., during which time DBS services will be transferred from T15 to T16.

DIRECTV’s existing on-orbit capacity of the T8 (call sign S2632),4 T9S (call sign S2669),5 and

T4S (call sign S2430)6 satellites. To fulfill these objectives, DIRECTV plans to use its Los

Angeles, California earth station to communicate with T15 and T16 at the nominal 101 W.L.

orbital location. Accordingly, DIRECTV respectfully requests a grant of special temporary

authority for 60 days commencing May 22, 2019 to add DIRECTV’s T15 (Call Sign S2930) and

T16 (Call Sign S3039) satellites as points of communication to the existing earth station

authorization for Call Sign E090068.

Grant of this STA request is in the public interest because it will facilitate

communications with DIRECTV’s T15 and T16 satellites at the nominal 101 W.L. orbital

location. This, in turn, will extend coverage, improve service performance, and provide

additional capacity to customers, thereby promoting the public interest. Accordingly, DIRECTV

respectfully requests that the Commission grant this request.
