Haras Development Request for 60-day Special Temporary Authority Narrative Explanation On December 6, 2018, the Commission granted Haras special temporary authority (STA) for 60 days to operate its fixed earth station in Dublin, Ohio (Call Sign E181423) to communicate with the DigitalGlobe constellation of NGSO EESS satellites. Haras provided technical information for the operation of the earth station as part of the license application for the earth station, SES-LIC-20180816-02287. Concurrent with the instant application, Haras filed an amendment to its license application for Call Sign E181423, which remains pending, to add the BlackSky Global-1, -2, -3, and -4 satellites (Call Sign S3032) as points of communication. The instant application for STA seeks to communicate with both the DigitalGlobe constellation and the BlackSky Global constellation, as specified in underlying license application.
