Special Temporary Authority (STA)

Intelsat License LLC is granted an extension of Special Temporary Authority for 30 days to
provide launch and early orbit phase (“LEOP”) services for the Netherlands licensed SE$-12
satellite at the in-orbit testing location 81.50 F and permanent orbital location 95° E from
geographical coordinates 39° 35’ 53.1” N, 077° 45’ 22.3” W in Maryland. The services will be
under the following conditions:


   1. Intelsat will perform LEOP operations in the 1399$ MHz, 13996.5 MHz, 13999.5 MHz,
      14494.5 MHz, 144960 MHz, 14497.5 MHz, and 14499.0 MHz frequencies (CP) (Earth-
      to-space); and 11499.5 MHz and 11703.5 MHz frequencies (CP) (space-to-Earth) with
      the coordinated emission carrier $OOKf7D, eirp, and eirp density levels.

   2. Operations in the 13.75-14.00 GHz shall comply with Footnote US356.

   3. Operations in the frequency range 14.47 to 14.5 GHz, should be coordinated with the
      National Science Foundation, Dr. Glen Langston, 703-292-4937, or glangston(nsf.gov

   4. Operations, shall not cause harmful interference to, and shall not claim protection from,
      interference caused to it by any other lawfully operating station and it shall cease
      transmission(s) immediately upon notice of such interference.

   5. In the event of any harmful interference under this grant of STA, Intelsat License LLC
      El 40121 must cease operations immediately upon notification of such interference, and
      must inform the Commission, in writing, immediately of such an event.
   6. The LEOP operations must be coordinated with all operators of satellites that use the
      same frequency bands and are in the LEOP path. All operators of satellites in that path
      will be provided with an emergency phone number where the licensee can be reached in
      the event that harmful interference occurs. Currently the 24x7 contact information for the

   7. Grant of this authorization is without prejudice to any determination that the Commission
      may make regarding pending or future Intelsat License LLC applications.

    8. Operations of this station during the period from expiration of October 15, 201$, FCC
       IBf S file number SES-STA-201$0207-00097, to the grant of this special temporary
       authority was authorized pursuant to Section 1.62 of the Commission’s rules, 47 C.F.R.     §
       1.62.


   9. Any action taken or expense incurred as a result of operations pursuant to this STA is
      solely at Intelsat License LLC’s risk.

This action is issued pursuant to Section 0.261 of the Commission’s rules on delegated authority,
47 C.F.R. §0.261, and is effective immediately.
