                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        DIRECTV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of special

temporary authority (“STA”)1 for 180 days commencing September 30, 2018 to use its Littleton,

Colorado earth station (Call Sign E020242) to provide telemetry, tracking, and command

(“TT&C”) services for its SPACEWAY 1 satellite (Call Sign S2191) during the satellite’s drift

from its previous location at 102.925 W.L. to its newly authorized location at 138.9 W.L. and

to maintain the satellite at the 138.9 W.L. orbital location.2 As part of this STA request,

DIRECTV seeks authority to provide TT&C services using a somewhat higher transmitting

power than what is currently authorized under the existing earth station license.

        On April 25, 2018, the Commission granted DIRECTV authority to relocate

SPACEWAY 1 from 102.925 W.L. to 138.9 W.L. and to conduct TT&C functions related to

drifting SPACEWAY 1 to, and maintaining the space station at, the 138.9 W.L. orbital

location.3 The drift to 138.9 W.L. began on August 6, 2018, and the drift period is expected to

last approximately 60 days. On July 31, 2018, the Commission granted DIRECTV’s request for

special temporary authority for 30 days beginning August 1, 2018 to use the earth station to

provide TT&C services to the SPACEWAY 1 satellite during the initial drift period.4 DIRECTV

intends to file a request to extend this special temporary authority for an additional 30 days to

cover the drift period while the instant application remains pending before the Commission.

Accordingly, DIRECTV respectfully submits this STA request for authority to use the earth

station to provide TT&C services to the SPACEWAY 1 satellite for a 180-day period beginning

September 30, 2018. Because SPACEWAY 1 will operate on lower gain antennas for safety

purposes during the drift period, DIRECTV also requests authority to provide TT&C services to

the satellite using a somewhat higher transmitting power than what is currently authorized under

the existing earth station license. Specifically, DIRECTV seeks authority to transmit at a

maximum EIRP of 80 dBW and a maximum EIRP density of 55 dBW/Hz.

           The range of earth station frequencies requested to provide TT&C services for

SPACEWAY 1 are:

          29501.3021 MHz and 29509.1146 MHz (T); and

          19701.25 MHz and 19702.25 MHz (R).

           The drift operations will continue to be coordinated with all operators of satellites that

use the same frequency bands and are in the drift path.5 All operators of satellites in that path

will be provided with an emergency phone number where the licensee can be reached in the

event that harmful interference occurs. In the extremely unlikely event that harmful interference

should occur due to transmissions to or from its earth station, DIRECTV will take all reasonable

steps to eliminate the interference.

           Grant of this STA request is in the public interest because it will facilitate the relocation

of SPACEWAY 1 from 102.925 W.L. to 138.9 W.L. This, in turn, will provide additional

capacity to customers at the 138.9 W.L. location, thereby promoting the public interest.

Accordingly, DIRECTV respectfully requests that the Commission grant this request.
