Special Temporary Authority

Intelsat License LLC is granted a special temporary authority for 180 days, beginning January
23, 2018 to July 22, 2018, to operate its fixed earth station, call sign: KA258, in Hagerstown,
Maryland, to provide launch and earlyorbit phase ("LEOP") services for the SES—14 satellite at
47.5° W.L. using the following center frequencies: 14000.50 MHz, 14002.00 MHz, 14003.50
MHz, 14495.00 MHz, 14496.50 MHz, 14498.00 MHz and 14499.50 MHz (CP) (Earth—to—space),
and 10953.00 MHz and 12198.00 MHz (CP) (space—to—Earth). SES—14 satellite is scheduled to
launch on January 23, 2018.

1. All operations must be within the coordinated emission and powerlimits.

2. The LEOP operations must be coordinated withall operators of satellites that use the same
frequency bands and are in the LEOP path. All operators ofsatellites in thatpath will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currentlythe 24x7 contact information for the SES—14 satellite
LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

3. All operations shall be on an unprotected and non—harmfulinterference basis, Intelsat License
LLC, KA258, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by any other lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

4. In the event of any harmful interference under this grant of special temporary authority,
Intelsat License LLC, KA258, must cease operations immediately uponnotification of such
interference, and must inform the Commission, in writing, immediately of such an event.

5. Grant of this authorizationis without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

6. This special temporary authority can onlybe used to provide launch and early orbit phase
(LEOP) services for the SES—14 satellite.

7. This action is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.      3

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for
180 days, commencing January 23, 2018, to use its Hagerstown, Maryland Ku—band earth station—call
sign KA258—to provide launch and early orbit phase ("LEOP") services for the SES—14 satellite. SES—
14 is expected to be launched on January 23, 201 8. Intelsat expects the LEOP period to last
approximately 180 days."

The SES—14 LEOP operations will be performed at the following frequencies: 14000.5 MHz, 14002.0
MHz, 14003.5 MHz, 14495.0 MHz, 14496.5 MHz, 14498.0 MHz, and 14499.5 MHz (CP) in the uplink;
and 10953.0 MHz and 12198.0 MHz (CP) in the downlink. The LEOP operations will be coordinated
with all operators of satellites that use the same frequency bands and are in the LEOP path.* All
operators of satellites in that path will be provided with an emergency phone number where the licensee
can be reached in the event that harmful interference occurs.

‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* Both the in—orbit testing location and final orbital location for SES—14 will be 47.5° W.L. The satellite
has been granted U.S. market access. See Satellite Policy Branch Information, Actions Taken, Report
No. SAT—01266, File No. SAT—MPL—20170606—00083 (Sept. 8, 2017) (Public Notice).
* Intelsat is seeking authority for 180 days to accommodate the longer orbit—raising time period required
for an electric propulsion satellite.
* Airbus, the manager of the SES—14 LEOP mission, will handle the coordination.

In the extremely unlikely event that harmful interference should occur due to transmissions to or from its
earth station, Intelsat will take all reasonable steps to eliminate the interference.

Finally, Intelsat clarifies that during the SES—14 LEOP mission, Airbus will serve as the mission
manager. Airbus will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Airbus. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the SES—14 satellite. This, in turn, will help
provide additional capacity from the 47.5° W.L. orbital location and thereby promotes the public
interest.
