Intelsat License, LLC, is granted a special temporaryauthority extension from SES—STA—
20170824—00952 for 30 days, beginning October 19, 2017, to operate its fixed earth
station in Hagerstown, Maryland, call—sign E140121, to provide telemetry, tracking, and
command ("TT&C®) services for Amazonas—5 satellite licensed by Brazil during in—orbit
testing (IOT®) at 58.2° W.L; during its drift from 58.2° W,L, to its final location at 61°
W.L. until handoff, using the following center frequencies: 13999.50 MHz and 14499.50
MHz (Linear H, V, LHCP) (Earth—to—space), and 11701 MHz and 12202.25 MHz (Linear
H, V, RHCP) (space—to—Earth), under the following conditions:

1. All operations must be within the coordinated emission and powerlimits.

2. During the drift to the satellite‘s permanentorbital location 61° W.L., Intelsat will
coordinate with operators of co—frequency satellitesin the drift path.

3. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Amazonas—5 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnhamor Kevin Bell.

4. All operations under this grant of special temporary authority shall be on an
unprotected and non—harmfulinterference basis. Intelsat‘s E140121 shall not cause
harmful interference to, and shall not claim protection from interference caused to it by,
any other lawfully operating radio communication system.

5. In the event of any harmful interference under this grant of special temporary
authority, Intelsat License LLC, E140121, must cease operations immediately upon
notification of such interference and must inform the Commission, in writing,
immediately of such an event.

6. Grant of this authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Anyaction taken or expense incurred as a result of operations pursuantto this special
temporaryauthority is solely at Intelsat License LLC‘s risk.

8. This grant is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective uponrelease.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
E140121—to provide telemetry, tracking, and command ("TT&C") services for the Amazonas—5
satellite during in—orbit testing ("IOT") at 58.2° W.L., durmg its drift from 58.2° W.L. to its final
location at 61.0° W.L., and at 61.0° W.L., until handoff." Amazonas—5 was launched on September 1 1,
2017." Intelsat expects the IOT and drift to last approximately 46 days.

The Amazonas—5 LEOP operations will continue to be performed at the following frequencies: 13999.5
MHz and 14499.5 MHz (Linear H, V, LHCP) in the uplink; and 12202.25 MHz and 11701.0 MHz
(Linear H, V, RHCP) in the downlink. The operations will continue to be coordinated with all operators
of satellites that use the same frcquency bands and are in the drift path or are potentially affected by
these operations at the IOT location.* All operators of potentially affected satellites will be provided
with an emergency phone number where the licensee can be reached in the event that harmful
interference occurs.

In further support of this extension request, Intelsat herewith attaches Exhibits A and B, which contain a
13 GHz report and a waiver request. In the extremely unlikely event that harmful interference should
occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate
the interference.

Grant of this STA extension request will allow Intelsat to help test the Amazonas—5 satellite. This, in
turn, will help provide additional capacity from the 61.0° W.L. orbital location and thereby promotes the
public interest.

previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station,    call sign
El40121, to provide telemetry, tracking, and command services for the Amazonas—5 satellite during
in—orbit testing at 58 .2 W.L., during its drift from 58 .2 W.L. to its final location at 61.0 W.L.,
and at 61.0 W.L. until handoff.   Amazonas—5 was launched on September 11,   2017.   Intelsat expects
the IOT and drift to last approximately 46 days.
