Special Temporary Authority

Intelsat License, LLC, is granted a special temporary authority extension from SES—STA—
20170824—00954 for 30 days, beginning October 10, 2017, to operate its fixed earth
station in Hagerstown, Maryland, call—sign KA258, to provide launch and earlyorbit
phase ("LEOP") services for Amazonas—5 satellite licensed by Brazil, to provide
telemetry, tracking, and command ("TT&C") during in—orbit testing ("IOT") at 58.2°
W.L; TT&C during the drift of Amazons—5 satellite to its final location of 61.0° W.L.;
and TT&C at 61° W.L. until handoff, using the following center frequencies: 13999.50
MHz and 14499.50 MHz (Linear H, V, LHCP) (Earth—to—space), and 11701 MHz and
12202.25 MHz (Linear H, V. RHCP) (space—to—Earth) under the following conditions:

1. All operations must be within the coordinated emission and power limits.

2. During the drift to the satellite‘s permanentorbital location 61° W.L., Intelsat will
coordinate with operators ofco—frequencysatellitesin the drift path.

3. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the eventthat harmfulinterference occurs, Currently the 24x7
contact information for the Amazonas—5 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 523—3591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations under this grant ofspecial temporary authorityshall be on an
unprotected and non—harmful interference basis. Intelsat‘s KA258 shall not cause
harmful interference to, and shall not claim protection from interference caused to it by,
anyother lawfully operating radio communication system.

5. In the event of any harmfulinterference under this grant ofspecial temporary
authority, Intelsat License LLC, KA258, must cease operations immediately upon
notification of such interference and must inform the Commission, in writing,
immediately of such an event.

6. Grant ofthis authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Anyaction takenor expense incurred as a result of operations pursuant to this special
temporary authority is solely at Intelsat License LLC‘s risk.

8. This grant is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective upon release.

 Dear Ms. Dortch:

 Intelsat License LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
 ("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
 KA258—to provide launch and early orbit phase ("LEOP") services for the Amazonas—5 satellite;
 telemetry, tracking, and command ("TT&C") during in—orbit testing ("IOT") at 58.2° W.L; TT&C
 during the drift of Amazonas—5 to its final location of 61.0° W.L.; and TT&C at 61.0° W.L. until
 handoff." Amazonas—5 was launched on September 11, 2017." Intelsat expects the LEOP period to last
 approximately 15 days and the IOT and drift period is expected to last approximately 46 days.

 The Amazonas—5 LEOP operations will continue to be performed at the following frequencies: 13999.5
 MHz and 14499.5 MHz (Linear H, V, LHCP) in the uplink; and 12202.25 MHz and 11701.0 MHz
 (Linear H, V, RHCP) in the downlink. The operations will continue to be coordinated with all operators
 of satellites that use the same frequency bands and are in the LEOP path, the drift path, or are potentially
 affected by these operations at the IOT location." All operators of potentially affected satellites will be
 provided with an emergency phone number where the licensee can be reached in the event that harmful
 interference occurs.

In further support of this request, Intelsat incorporates by reference Exhibits A and B, which contain a
13 GHz report and a waiver request. In the extremely unlikely event that harmful interference should
occur due to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate
the interference.

Finally, Intelsat clarifies that during the Amazonas—5 mission, SSL will serve as the mission manager.
SSL will build and send the commands to the Intelsat antenna, which will process and execute the
commands. Telemetry received by Intelsat will be forwarded to SSL. Intelsat will perform the ranging
sessions by sending a tone to the spacecraft periodically. Intelsat will remain in control of the baseband
unit, RF equipment, and antenna.

Grant of this STA extension request will allow Intelsat to help launch, test, and place the Amazonas—5
satellite at its final location. This, in turn, will help provide additional capacity from the 61.0° W.L.
orbital location and thereby promotes the public interest.
