Intelsat License, LLC, is granted a special temporaryauthority extension from SES—STA—
20170607—00629 for 30 days, beginning July 27, 2017, to operate its fixed earth station in
Hagerstown, Maryland, call—sign KA275, to provide launch and early orbit phase
("LEOP") services for Intelsat 35¢ satellite; telemetry, tracking, and command ("TT&C")
during in—orbit testing ("IOT") at 33.0° W.L; TT&C during the drift of Intelsat 35¢ to its
final location of 34.5° W.L.; and TT&C on—stationat 34.5° W.L., using the following
center frequencies: 5853.00 MHz and 6424.50 MHz (LHCP/V) (Earth—to—space), and
4197.75 MHz, 4198.25 MHz, 4198.75 MHz, and 4199.25 MHz (LHCP/H) (space—to—
Earth) under the following conditions:

1. All operations must be within the coordinated emission and powerlimits.

2. During the drift to the satellite‘s permanent orbital location 34.5° W.L., Intelsat will
coordinate with operators ofco—frequencysatellites in the drift path.

3. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Intelsat 35¢ missionis as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations under this grant ofSTA shall be on an unprotected and non—harmful
interference basis. Intelsat‘s KA275 shall not cause harmful interference to, and shall not
claim protection from interference caused to it by, anyother lawfully operating radio
communication system.

5. In the event ofany harmful interference under this grant of STA, Intelsat License LLC,
KA275, must cease operations immediately upon notification ofsuchinterference and
must inform the Commission, in writing, immediatelyofsuch an event.

6. Grant ofthis authorization is without prejudice to anydetermination that the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Anyaction taken or expense incurred as a result of operations pursuant to this STA is
solelyat Intelsat License LLC‘s risk.

8. This grant is issued pursuantto Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective upon release.

Dear Ms. Dortch:

Intelsat Llcense LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth station—call sign
KA275—to provide launch and early orbit phase ("LEOP") services for Intelsat 35¢; telemetry, tracking,
and command ("TT&C") during in—orbit testing ("IOT®") at 33.0° W.L; TT&C during the drift of Intelsat
35e to its final location of 34.5° W.L.; and TT&C on—station at 34.5° W.L.* Intelsat 35e was launched
on July 5, 2017. The LEOP, IOT, and drift are expected to last approximately 30 days.

The Intelsat 35e operations will continue to be performed using the following frequencies: 6424.5 MHz,
and 5853.0 MHz in the uplink (LHCP/V); and 4197.75 MHz, 4198.25 MHz, 4198.75 MHz, and
4199.25 MHz in the downlink (LHCP/H). The Intelsat 35e operations will continue to be coordinated
with all operators of satellites that use the same frequency bands and are in the LEOP path, the drift
path, or are potentially affected by these operations at the IOT location." All operators of potentially
affected satellites will be provided with an emergency phone number where the licensee can be reached
in the event that harmful interference occurs.




‘ Intelsat has filed its STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
electronically via the International Bureau‘s Filing System ("IBFS").
* The permanent orbital location for Intelsat 35e will be at 34.5° W.L. See Policy Branch Information; Actions
Taken, Report No. SAT—01191, SAT—LOA—20160408—00034 (Oct. 7, 2016) (Public Notice). The in—orbit testing

The Intelsat 35e TT&C operations at 34.5° W.L. will be consistent with Intelsat‘s coordination
agreements for the nominal 34.5° W.L. orbital location. In the unlikely event that harmful interference
occurs, Intelsat will take all necessary steps to eliminate the interference.

In further support of this request, Intelsat herewith incorporates by reference Exhibit A submitted with
its original STA request, which contains technical information that demonstrates that the operation of
the earth station will be compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating terrestrial facility. In the extremely unlikely event that harmful
interference should occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference.

Grant of this STA extension request will allow Intelsat to continue to test the Intelsat 35e satellite. This,
in turn, will help provide additional capacity to customers at the 34.5° W.L. orbital location and thereby
promotes the public interest.
