Special Temporary Authority (STA)

Intelsat License, LLC, is granted a STA extension from SES—STA—20170412—00380 for
60 days, beginning May 16, 2017, to operate its fixed earthstation in Castle Rock,
Colorado, call—sign KL92, to provide telemetry, tracking, and command (TT&C)
functions for Sky—B1 satellite, at 43.15° W.L., using the following center frequencies:
13249.50 MHz and 14498.00 MHz (Earth—to—space), and 11443.00 MHz, 11443.50 MHz,
11444.50 MHz, 11446.50 MHz and 11447.00 MHz (space—to—Earth) under the following
conditions:

1. All operations must be within the coordinated emission and power limits.

2. During the drift to the satellite‘s permanent orbital location 43.15° W.L., Intelsat will
coordinate with operators ofco—frequencysatellites in the drift path.

3. All operators of satellites will be provided with an emergency phone number where the
licensee can be reached in the event that harmful interference occurs, Currently the 24x7
contact information for the Sky—B1 mission is as follows: Ph.: (703) 559—7701 — East
Coast Operations Center (primary); (310) 525—5591 — West Coast Operations Center
(back—up). Request to speak with Harry Burnham or Kevin Bell.

4. All operations under this grant of STA shall be on an unprotected and non—harmful
interference basis. Intelsat‘s KL92 shall not cause harmful interference to, and shall not
claim protection from interference caused to it by, anyother lawfully operating radio
communication system.

5. In the event of any harmfulinterference under this grant of STA, Intelsat License LLC,
KL92, must cease operations immediately upon notification of such interference and
must inform the Commission, in writing, immediatelyof suchan event.

6. Grant of this authorization is without prejudice to any determination that the
Commission may make regarding pending or future Intelsat License LLC applications.

7. Any action taken or expense incurred as a result of operations pursuant to this STA is
solelyat Intelsat License LLC‘s risk.

8. This grantis issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, andrisr effective upon release.

Dear Ms. Dortch:

Intelsat License LLC ("Intelsat") herein requests an additional 60 days of Special Temporary Authority
("STA")‘ previously granted Intelsat to use its Castle Rock, Colorado Ku—band earth station—call sign
KL92—to provide telemetry, tracking, and command ("TT&C") to SKY—BI1 on—station at 43.15° W.L.*
SKY—B1, a U.S. licensed satellite, was launched on February 14, 2017 >

The SKY—B1 operations will continue to be performed using the following frequencies: 13249.5 MHz
(V & CP) and 14498.00 MHZ (H & CP) in the uplink; and 11443 MHz (V & CP), 11443.5 MHz (V &
CP), 1 1444.5 MHz (H & CP), 11446.5 MHz (V & CP), and 11447 MHz (V & CP) in the downlink. The
SKY—B1 operations will be coordinated with all operators of satellites that use the same frequency
bands." All operators of potentially affected satellites will be provided with an emergency phone
number where the licensee can be reached in the event that harmful interference occurs.

In further support of this extension request, Intelsat incorporates by reference Exhibit A submitted with
its original STA request, which contains technical information that demonstrates that the operation of
the earth station will be compatible with its electromagnetic environment and will not cause harmful
interference into any lawfully operating terrestrial facility. In the extremely unlikely event that harmful
interference should occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference.

Grant of this STA request will help ensure safe station—keeping of the SKY—BI1 satellite and continuity of
service at the 43.15° W.L. orbital location and thereby promotes the public interest.
