All operators of satellites in that path will be provided with an emergency phone number where the licensee can be reached in the event that harmful interference occurs. Transmitter(s) must be turned off during antenna maintenance to ensure compliance with the FCC—specified safety guidelines for human exposure to radiofrequency radiation in the region between the antenna feed and the reflector. Appropriate measure must also be taken to restrict access to other regions in which the earth station‘s power flux density levels exceed the specified guidelines. 4. This license authorization is limited to the use of frequency band 14.0—14.5 GHz {uplink) and frequency band 11.7—12.2 GHz (downlink), commonly referred to, jointly, as the Ku—band. The licensee of the facilities herein authorized shall establish/maintain a Network Control Center having the capability of instantaneously terminating all transmissions from all stations in this authorized network upon notification. The licensee shall not cause harmful radio interference into any conforming service in the 14.0—14.5 GHz/11.7—12.2 GHz band (See 47 CFR section 2.106), and as a non—conforming user of such frequency band, must accept any radio interference from any service with superior status authorized to use such band. The licensee and its satellite provider(s) must coordinate this authorized network with adjacent satellite operators, both domestic and international, to eliminate the possibility of adjacent satellite radio interference and must cease transmissions immediately upon notification of radio interference caused by the nonconforming use of the aforementioned frequency band. The licensee must file a modification of this authorized network to obtain prior Commission approval —— (a) to change satellite provider and (b) to change parameters related to the various earth stations in this authorized network. The licensee shall maintain a log recording all incidents of alleged harmful radio interference. The log shall document the nature of each incident, the parties involved and the outcome. The log shall be maintained for a five year period after each incident 5. Any action taken or expense incurred as a result of operations pursuant to this STA is solely at SES Americom‘s risk. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. § 0.261, and is effective upon release.

SES—STA— — Request for Special Temporary Authority to Test New Antenna in the Conventional Ku—band and Ku BSS band Expedited Action Requested APPLICATION FOR SPECIAL TEMPORARY AUTHORITY SES Americom, Inc. ("SES") respectfully requests Special Temporary Authority ("STA") for 30 days to test a new nine meter antenna, located at SES‘s facility in Woodbine, Maryland (WB K—12) in the conventional Ku—band with the AMC—15 satellite at 105° W.L. (Call Sign $2180) and in the Ku BSS band with the EchoStar 6 satellite at 96.2° W.L. (Call Sign $2232). SES is preparing and will shortly file an application seeking a license for this antenna, which will be used to provide commercial service and telemetry, tracking and control operations for the SES—15 satellite to be operated by SES Satellites (Gibraltar) Ltd. ("SES—GIB") at 129.15° W.L.‘ SES seeks STA to test the new antenna in the conventional and BSS Ku—band frequencies beginning May 10, 2017, and asks for Commuission action consistent with that timing. \ See SES Satellites (Gibraltar) Limited, Call Sign $2951, File Nos. Specifiéally, SES requests authority to test the WB K—12 antenna on the following frequencies with AMC—15: 11.7—12.2 GHz (downlink) and 14.0—14.5 GHz (uplink). SES also requests authority to test the antenna on the following frequencies with EchoStar 6: 12.2—12.7 GHz (downlink) and 17.3—17.7 GHz (uplink). Testing will consist of an unmodulated CW carrier operating for a few hours several times during the requested 30—day STA term. All operations will be conducted within the technical parameters set forth in Attachment 1 and on an unprotected, non—interference basis. Grant of the requested STA on an expedited basis is in the public interest because it will allow SES Americom to ensure its earth station is capable of providing a high level of service in support of the SES—1 5 operations in advance of the satellite‘s launch, which is scheduled for next month. * SES has coordinated operations in the 12.2—12.7 GHz/17.3—17.7 GHz BSS bands for other antennas located at the Woodbine teleport site. The test operations described in this request will be conducted on an unprotected, non—interference basis.
