Special Temporary Authority (STA)

Intelsat License LLC is granted a STA extension from SES—STA—20170227—00205 for 30 days,
beginning April 21, 2017, to operate its Ku—band earthstation, call sign KA258, in Hagerstown,
Maryland to provide launch and early orbit phase (LEOP) services for the KoreaSat—7 satellite
licensed byKorea at 114.5° E.L. The final locationofthe KoreaSat—7 will be at 116° E.L., using
the following center frequencies: 14003.50 MHz and 14499.00 MHz (Earth—to—space) and
12250.10 MHz and 12749.90 MHz (space—to—Earth) under the following conditions;

1. All operations must be within the coordinated emission and power limits.

2. The LEOP operations must be coordinated withall operators of satellites that use the same
frequency bands and are in the LEOP path. All operators of satellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmfulinterference occurs. Currentlythe 24x7 contact informationfor the KoreaSat—7 satellite
LEOP missionis as follows: Ph.: (703) $59—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

3. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KA258, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by anyother lawfully operating station and it shall cease transmission(s)
immediately upon notice of such interference.

4. Grant of this authorization is without prejudice to any determination that the Commission may
make regarding pending or future Intelsat License LLC applications.

5. This STA canonly be used to provide launch and early orbit phase ("LEOP") services for the
KoreaSat—7 satellite.

6. This actionis issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.   .

Dear Ms. Dortch:

Intelsat Llcense LLC ("Intelsat") herein requests an additional 30 days of Special Temporary Authonty
("STA")‘ previously granted Intelsat to use its Hagerstown, Maryland Ku—band earth statlon—call sign
KA258, to provide launch and early orbit phase ("LEOP") services for the KoreaSat—7 satellite." As a
result of a launch delay, KoreaSat—7 is now scheduled to be launched no earlier than April 14, 2017."
Intelsat expects the LEOP period to last approximately 30 days."

The KoreaSat—7 LEOP operations will be performed at the following frequencies: 14003.5 MHz and
14499.0 MHz (V, H, and CP) in the uplink; and 12250.1 MHz and 12749.9 MHz (V, H, and CP) in the
downlink. The LEOP operatlons will be coordmated with all operators of satellites that use the same
frequency bands and are in the LEOP path." All operators of satellites in that path will be provided with
an emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

In further support of this extension request, Intelsat incorporates by reference Exhibit A, a waiver
request, submitted with its original STA request.

Finally, Intelsat clarifies that during the KoreaSat—7 LEOP mission, Thales will serve as the mission
manager. Thales will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Thales. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA extension request will allow Intelsat to help launch the KoreaSat—7 satellite. This, in
turn, will help provide additional capacity from the 116° E.L. orbital location and thereby promotes the
public interest.
