                   EXPEDITED TREATMENT REQUESTED

Dear Ms. Dortch:

Intelsat License LLC (“Intelsat”) herein requests an expedited grant of Special Temporary Authority
(“STA”)1 for 60 days, commencing March 28, 2017, to use its Hagerstown, Maryland Ku-band earth
station—call sign E170081—to provide telemetry, tracking, and command (“TT&C”) and
communications services for the SKY-B1 satellite (S2922) at 43.15° W.L.2 Intelsat has a pending
permanent license application for this antenna.3

The proposed TT&C operations will be performed using the following frequencies:

               13249.5 MHz and 14498 MHz in the uplink; and
               11443 MHz, 11447 MHz, 11443.5 MHz, and 11446.5 MHz in the downlink.

The proposed communications operations will be performed using the following frequency bands:

               12750-13250 MHz and 13750-14500 MHz in the uplink; and
               11450-11700 MHz and 11700-12200 MHz in the downlink.

In further support of this request, Intelsat herewith incorporates by reference the technical information
previously provided regarding the operations of E170081.4 In addition, Intelsat will take all practical

steps to protect radio astronomy services and will operate on a non-protected, non-interference basis. In
the extremely unlikely event that harmful interference should occur, Intelsat will take all reasonable
steps to eliminate the interference.

The proposed operations with SKY-B1 at 43.15° W.L. will be consistent with Intelsat’s coordination
agreements for the nominal 43° W.L. In the unlikely event that harmful interference occurs, Intelsat will
take all necessary steps to eliminate the interference.

Grant of this expedited STA request will help ensure safe station-keeping of the SKY-B1 satellite and
continuity of service at the 43.15° W.L. orbital location and thereby promotes the public interest.
