Washington, D.C. 20554 Re: Request for Special Temporary Authority Hagerstown, Maryland Earth Station E170081 EXPEDITED TREATMENT REQUESTED Dear Ms. Dortch: Intelsat License LLC (“Intelsat”) herein requests an expedited grant of Special Temporary Authority (“STA”)1 for 60 days, commencing March 28, 2017, to use its Hagerstown, Maryland Ku-band earth station—call sign E170081—to provide telemetry, tracking, and command (“TT&C”) and communications services for the SKY-B1 satellite (S2922) at 43.15° W.L.2 Intelsat has a pending permanent license application for this antenna.3 The proposed TT&C operations will be performed using the following frequencies:  13249.5 MHz and 14498 MHz in the uplink; and  11443 MHz, 11447 MHz, 11443.5 MHz, and 11446.5 MHz in the downlink. The proposed communications operations will be performed using the following frequency bands:  12750-13250 MHz and 13750-14500 MHz in the uplink; and  11450-11700 MHz and 11700-12200 MHz in the downlink. Ms. Marlene H. Dortch March 17, 2017 Page 2 steps to protect radio astronomy services and will operate on a non-protected, non-interference basis. In the extremely unlikely event that harmful interference should occur, Intelsat will take all reasonable steps to eliminate the interference. The proposed operations with SKY-B1 at 43.15° W.L. will be consistent with Intelsat’s coordination agreements for the nominal 43° W.L. In the unlikely event that harmful interference occurs, Intelsat will take all necessary steps to eliminate the interference. Grant of this expedited STA request will help ensure safe station-keeping of the SKY-B1 satellite and continuity of service at the 43.15° W.L. orbital location and thereby promotes the public interest.
