                   Hagerstown, Maryland Earth Station E140121

Dear Ms. Dortch:


Intelsat License LLC (“Intelsat”) herein requests an additional 30 days of Special Temporary Authority
(“STA”)1 previously granted Intelsat to use its Hagerstown, Maryland Ku-band earth station—call sign
E140121—to provide telemetry, tracking, and command (“TT&C”) during in-orbit testing (“IOT”) at
33.0° W.L. for SKY-B1; IOT services at 33.0° W.L.; TT&C during the drift of SKY-B1 to its final
location of 43.1° W.L.; and TT&C on-station at 43.1° W.L.2 SKY-B1, a U.S. licensed satellite,3 was
launched on February 14, 2017. The IOT and drift are expected to last approximately 30 days and 15
days, respectively.

The SKY-B1 TT&C operations will continue to be performed using the following frequencies: 13249.5
MHz (V & CP) and 14498.00 MHZ (H & CP) in the uplink; and 11443 MHz (V & CP), 11443.5 MHz
(V & CP), 11444.5 MHz (H & CP), 11446.5 MHz (V & CP), and 11447 MHz (V & CP) in the
downlink. The IOT operations will continue to be performed in the following frequency bands: 10.7 –
11.45 GHz and 12.75 – 13.25 GHz. The SKY-B1 operations will be coordinated with all operators of
satellites that use the same frequency bands and are in the drift path, or are potentially affected by these
operations at the IOT location.4 All operators of potentially affected satellites will be provided with an
emergency phone number where the licensee can be reached in the event that harmful interference
occurs.

electronically via the International Bureau’s Filing System (“IBFS”).

In further support of this extension request, Intelsat incorporates by reference Exhibit A, Exhibit B, and
a supplement," which contain technical information that demonstrates that the operations of the earth
station will be compatible withits electromagnetic environment and will not cause harmfulinterference
into any lawfully operating terrestrial facility and a waiver request. In the extremely unlikely event that
harmful interference should occur due to transmissions to or from its earth station, Intelsat will take all
reasonable steps to eliminate the interference.

Grant of this STA extension request will allow Intelsat to help launch and test the SKY—BI1 satellite.
This, in turn, will help support expansion of DTH services from the 43.1° W.L. orbital location and
thereby promotes the public interest.
