                       REQUEST FOR SPECIAL TEMPORARY AUTHORITY

              DIRECTV Enterprises, LLC (“DIRECTV”) respectfully requests a grant of special

temporary authority (“STA”)1 for 60 days commencing February 21, 2017 to operate a new 9.2

meter Ku-band antenna pending grant of its application for permanent operating authority.2

Specifically, DIRECTV seeks to use this new antenna at its Oakdale, Minnesota extended Ku-

band earth station (Call Sign E170003) to provide telemetry, tracking, and command (“TT&C”)

services for its SKY-B1 satellite (Call Sign S2922) (1) during the satellite’s in-orbit testing

(“IOT”) at 33° W.L., (2) during the satellite’s drift to its authorized location of 43.1° W.L., and

(3) for any subsequent operations at the satellite’s authorized location of 43.1° W.L. that occur

prior to grant of DIRECTV’s application for authority to operate the earth station.

              The SKY-B1 satellite successfully launched on February 14, 2017 and is expected to

arrive at 33° W.L. for IOT on February 20, 2017. The IOT period is expected to last

approximately 26 days, and the drift to 43.1° W.L. is expected to last approximately 10 days.

DIRECTV’s application for authority to operate the earth station was placed on public notice on

January 25, 2017 and is eligible for grant on February 24, 2017.3 Accordingly, DIRECTV

respectfully submits this STA request for authority to use the earth station to provide TT&C

services to the SKY-B1 satellite for a period of 60 days beginning February 21, 2017.

          The range of earth station frequencies requested to provide TT&C services for SKY-B1

are:

         11440-11450 MHz (R); 11450-11460 MHz (R); and

         14490-14500 MHz (T); and 13249.5-13249.5 MHz (T).

          The drift operations will continue to be coordinated with all operators of satellites that

use the same frequency bands and are in the drift path.4 All operators of satellites in that path

will be provided with an emergency phone number where the licensee can be reached in the

event that harmful interference occurs. In the extremely unlikely event that harmful interference

should occur due to transmissions to or from its earth station, DIRECTV will take all reasonable

steps to eliminate the interference.

          Grant of this STA request is in the public interest because it will facilitate IOT of SKY-

B1’s payloads at 33° W.L., a critical step in ensuring that the satellite will be fully operational at

43.1° W.L. This, in turn, will provide additional capacity to customers at the 43.1° W.L.

location, thereby promoting the public interest. Accordingly, DIRECTV respectfully requests

that the Commission grant this request.
