Special Temporary Authority

Intelsat License LLC is granted a special temporary authority for 180 days, under the following
conditions, beginning April 4, 2017 to October 1, 2017, to operate its 12.5 meter fixed earth
station antenna in Castle Rock, CO to provide launch and earlyorbit phase (LEOP) services for
the SES—15 satellite (licensed byLuxemburg) on the following center frequencies: 13999.0 MHz,
14001.0 MHz, 14499.0 MHz, and 14501.0 MHz (Earth—to—space), and 10700.5 MHz and
12199.5 MHz (space—to—Earth). SES—15 is scheduled to launch on April 4, 2017.

1. Uplink (Earth—to—space) frequencies will be on 13999 MHz, 14001 MHz, 14499 MHz and
14501 MHz (V, H or LHCP) within the coordinated emission and power limits. The maximum
EIRP shall not exceed 85 dBWper NTIA manual US 356.

2. Downlink (space—to—Earth) frequencies will be on 10700.50 MHz and 12199.50 MHz (V, H or
LHCP).
3. The LEOP operations must be coordinated withall operators of satellites that use the same
frequencybands and are in the LEOP path. All operators ofsatellites in that path will be
provided with an emergency phone number where the licensee can be reached in the event that
harmful interference occurs. Currentlythe 24x7 contact informationfor the SES—15 satellite
LEOP mission is as follows: Ph.: (703) 559—7701 —East Coast Operations Center (primary); (310)
525—5591— West Coast Operations Center (back—up). Request to speak with Harry Burnham or
Kevin Bell.

4. All operations shall be on an unprotected and non—harmful interference basis, Intelsat License
LLC, KL92, shall not cause harmful interference to, and shall not claim protection from
interference caused to it by anyother lawfully operating station and it shall cease transmission(s)
immediately upon notice of suchinterference.

5. In the event of any harmful interference under this grant ofspecial temporaryauthority,
Intelsat License LLC, KL92, must cease operations immediately upon notification of such
interference, and must inform the Commission, in writing, immediately of such an event.

6. Grant of this authorizationis without prejudice to any determinationthat the Commission may
make regarding pending or future Intelsat License LLC applications.

7. This special temporary authority can only be used to provide launch and earlyorbit phase
("LEOP®) services for the SES—15 satellite.

8. This action is issued pursuant to Section 0.261 ofthe Commission‘s rules on delegated
authority, 47 C.F.R. §0.261, and is effective immediately.

     Intelsat License LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA®)‘ for
      180 days, commencing April 4, 2017, to use its—Hagerstown;—Mtarytand—Ku—band—carth station—call sign
G(LQ;LB140121—to provide launch and early orbit_phase (CLEOP") services for the SES—15 satellite. SES—15
     is C\pEClEd to be launched on April 4, 2017." Intelsat expects the LEOP period to last approximately
     180 days

       The SES—15 LEOP operations will be performed at thefollowing frequencies: 13999.0 MHz, 14001.0
       MHz, 14499.0 MHz, and 14501.0 MHz (V, H, or LHCP) in the uplink; and 10700.5 MHz and 12199.5
       MHz (V, H, or LHCP) in the downlink. The LEOP opcralmns will becoordmaled withall operators of
       satellites thatuse the same frequency bands and are in the LEOP path." All operators ofsatellites in that
       path will be provided with an emergency phone number where the licensee can be reached in the event
       that harmful interference occurs.

       In further support of this request, Intelsat herewithattaches Exhibits A and B, which contain a 13 GHz
       report and a waiver request. In the extremely unlikelyevent that harmful interference should occur due

       ‘ Intelsat has filedits STA request, an FCC Form 159, a $200.00 filing fee, and this supporting letter
       electronicallyvia the International Bureau‘s   Filing System ("IBFS®).
       * The in—orbit testing location for SES—15, which Intelsat understandsis licensed by Luxemburg, will be
       at 136° W.L. The final location of SES—15 will be at 129° W.L.
       * Intelsat is seeking authorityfor 180 days to accommodate the longer orbit—raising time period required
       for an electric propulsion satellite.
       { Bocing, the managerof the SES—15 LEOP mission, will handle the coordination.

to transmissions to or from its earth station, Intelsat will take all reasonable steps to eliminate the
interference.

Finally, Intelsat clarifies that during the SES—15 LEOP mission, Boeing will serve as the mission
manager. Boeing will build and send the commands to the Intelsat antenna, which will process and
execute the commands. Telemetry received by Intelsat will be forwarded to Boeing. Intelsat will
perform the ranging sessions by sending a tone to the spacecraft periodically. Intelsat will remain in
control of the baseband unit, RF equipment, and antenna.

Grant of this STA request will allow Intelsat to help launch the SES—15 satellite. This, in turn, will help
provide additional capacity from the 129° W.L. orbital location and thereby promotes the public interest.
