                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        By this application, RR Media Inc. (“RR Media”) respectfully requests special
temporary authority (“STA”) for a period of 60 days to operate three additional C-band
antennas at its licensed facility in Hawley, PA, pending submission of and action on
applications for permanent licensing of the antennas. As discussed below, grant of the
requested authority will allow RR Media to provide service continuity to customers and
is therefore in the public interest.
        Earlier this year, the Commission granted authority for the transfer of control of

RR Media and its licenses for the Hawley, PA teleport to SES S.A. (“SES”). Following
consummation of the transfer, integration of the Hawley facilities into the larger SES
network of earth stations began, and SES personnel became involved in the
management of the Hawley teleport earth station operations. As a result of these
integration activities, SES learned that the existing licenses for the Hawley site did not
cover all the operating antennas located at the teleport and immediately initiated steps
to bring the teleport operations into compliance with Commission rules.
        The antennas for which STA is requested are used to provide ongoing video and
radio distribution services, and RR Media’s customers would be harmed if these
services were terminated. RR Media is preparing an application to license these
antennas. RR Media requests STA to allow the provision of service to customers to
continue operations pending completion of and action on the license application.
        Full technical details regarding the proposed operations are provided in the
attached annex. RR Media seeks STA on a non-interference basis pending regular
licensing of these facilities. The antennas are compliant with the Commission’s rules for
operation in a two-degree spacing environment, and are collocated with C-band

antennas that have already been coordinated, so RR Media believes that no further
coordination with terrestrial operations is required.

described herein.
